Evinrude Norsman??

i got an old evinrude norsman and i am having problems getting the pull start adjusted properly.
when i pull the cord it does not rewind or does not have enough grip to turn the fly wheel.
Does anyone have a diagram on how the pawls are suppose to catch the fly wheel gear?
